At the turn of the 20th century, the debate over the legal status of the newly acquired island territories occurred during a period of virulent anti-Asian immigrant policy and vigilante attacks against Asian communities throughout the West Coast. The “Yellow Peril” campaigns would culminate in the 1924 immigration laws that institutionalized legal discrimination on the basis of national origins.
